Possible to make an overlay plugin?

You may know about the overlay system in steam or xfire to simply chatting while playing a game.

Quite often i either need to alt-tab or close the game to respond to something and it is not the best solution.

Any thoughts?.

Sorry, I do not know what you mean by an overlay system.
If you could explain it, that would help. Or a screen shot to help.

An overly application/plugin temporarily takes control over an application/game so the process is suspended until you hide the overlay. (This uses DX9 in most cases)

While the overlay application/plugin is active you can chat with people, without alt-tabbing or closing the game.

That looks like a lot of work.

And since I have zero DirectX experience, all the tougher.
