i just have the same problem with irc.undernet.org with this message:
->> Socket Error: 10060 : The attempt to connect timed out
->> Goto www.icechat.net/socket for more Socket Error

and after 2 attempts i succeed.
when i enter the channel, the list of people in the channel was empty even though there was people.

When channels are empty, when they usually are not, means the server is probably on a "Net Split". Waiting a short time, and then you will see the server re-join and the channel fills again.
This is common for larger networks with a lot of servers.

With larger networks, like undernet, its better to choose a server that is more local to your area, instead of using the general 'irc.undernet.org' address, or one that you have better luck connecting with.  Yes, IceChat7 will go through all the DNS names for that server name, but you will have more like, with us.undernet.org or eu.undernet.org, etc etc. If you have good luck with one particular server, then use that servers name, instead of the generic 'irc.whatever.com' names.

Yes, because all the "undernet" servers are linked together into 1 network. They have about 30 servers, which share all the bandwidth for all the connecting users.
