General /timer command (a not network specific version)

I was writing a script that has nothing really to do with a specific channel or network instance, and I got stuck at making it loop with a /timer. To my knowledge it is network specific, if this is the case, I was wondering if another command could be added that does not require a server connection.

So what we are looking for here is a global timer.
Currently all timers are attached to server connections, this way they get destroyed when a server has disconnected or been removed from the console.

I will see about making a global timer of sorts.
